This free pattern found on the Crochetncrafts Web site is made using the shell stitch.

It's easy to crochet and can be made up in one afternoon

The authors suggests using Red Heart Comfort yarn.  She states that it does bulk up in areas when crocheting but that it stretches to fit the seat cover when put on the toilet.
